Is $300 to fix a roof leak on a bump out a fair price?

Project Details

We had our roof installed on our new construction house two months ago. After the weather (temporarily) warmed up, snow melting got between the ice and water that runs up the wall on a small bump out on the first floor, causing water to collect on the subfloor. Roofer says that it's because siding hasn't been installed yet.
