Is $2,300 to perform general roof maintenance a fair price?

I own a rental property in Houston that has sprung a couple of leaks. I've had 4 companies come out and they all say the same thing: I need to replace the seals and shingles around the vents, replace a few bad shingles, some nails, just general maintenance. I have a very steep roof. I've asked both companies to send me copies of their licenses and insurance. The quick price drop of the second company does make me question if they are trying to run some kind of scam to jack the price up later, but I'm worried I'm just being paranoid.
