Is $22,500 to replace roof and all plywood decking a fair price?

Project Details

The house was a rental property built in 2011 that developed multiple leaks during heavy rains. I initially planned to sell the home but decided to move back in. After paying an $8,500 deposit, the contractor closed their local office and became unresponsive for two weeks, prompting me to contact the state licensing department and their bond company before they finally re-established contact.
