Is $4,500 to reseal the entire TPO roof a fair price?

I am a DIYer and a noob. I traced recent water intrusion in my house back to a scupper and I wanted to explore options for resealing the adjacent seams myself. We just bought the house a couple of months ago and I'm trying to avoid paying $4,500 to reseal the whole roof, as the roofers said they don't do partial seals. I'm looking for DIY options and want to know how much longevity I can get from a DIY solution. It's looking like this is indeed a scupper issue, as light rain started again and I'm getting leaks. Now that I have the ceiling open, I can see the water coming through.

Reseal an upper deck

The project manager from the original company, who has since started a new company, resealed the upper deck. The work was performed using the same Westcoat waterproofing product that was originally applied. This resealing was intended to address a resurfaced leak that was allowing water to enter the house. Following the resealing, a leak check was performed, and the deck is still leaking, specifically adjacent to the drain.
