Is $13,000 to install a new TPO roof a fair price?

My roof is about 15 years old. I'm getting quotes for either refurbishing the existing torchdown roof with seam taping and coating, or getting a new TPO roof. I'm leaning towards a long-term solution. The roof has some ponding in one corner and wrinkles on inside corners. The parapet is also not capped correctly. I'm trying to decide if it's worth refurbishing or if I should just replace it.
