Is $30,000 to replace roof and gutters a fair price?

Project Details

I recently had my roof and gutters replaced by a contractor in northern Ohio for $30,000, which was double other quotes I received. I have concerns about the quality of the work. The salesperson initially stated they would not hang the new gutters from the roof to avoid holes in the shingles, but they did. The project manager claimed this was necessary for old houses. I can see holes in the roof and am unsure if the wood underneath should have been replaced. Additionally, the solar-powered vent fan they installed has not turned on, even when the attic temperature exceeded 100 degrees. I am seeking opinions on the work performed.
