I'm located in northern MA, and about half the houses nearby don't have gutters. My roof line extends about 24 inches, and rain falls about 8 feet from the edge to the ground. I've noticed some water pooling near roof valleys and on the backyard patio, which sometimes works its way against the foundation, though it drains quickly. There's also a small channel around the house where rain drops off, but water usually doesn't pool there. I'm concerned about water getting too close to the foundation and splashing, especially since I have fiber cement siding and am unsure if it can get wet.
