Is $18,983 to replace asphalt shingles and improve ventilation a fair price?

I'm getting this roof replaced because it was installed poorly a year ago. I've had issues with chimney flashing, and a roofer claims there's new water damage in the decking, though a previous inspection noted similar dark spots and rated the attic satisfactory. I'm also concerned about insufficient ventilation and have a separate quote for adding a ridge vent and box vents. I'm comparing this quote to others, including one for $22,000 and another for $50,000, which I find very high. I don't care about a 25-year warranty; 12 years is plenty for me.
