Is $4,500 to repair a failed lead valley on the roof a fair price?

I moved into this house 4 weeks ago and noticed a leak in one of the back bedrooms. The leak isn't huge, and we recently had a bad storm. I'm going to get a couple more quotes, but I'm wondering if this sounds accurate. The photo is from inside the loft. It was dubious that the roofer was able to identify the issue without seeing it from the outside.
