Is $8,000 to redeck the entire roof with OSB a fair price?

Project Details

I was told I needed to redeck the entire roof in OSB, which would add $8,000 to the reroofing price. I'm concerned this is an unnecessary upgrade, as I believe replacing individual boards as needed would suffice. My house has 80-year-old planks, and we haven't experienced water issues despite living in a rain-heavy area. I'm wondering if the roofer is trying to take advantage of me.

Replace 20 deck boards (additional charge)

This quote is for an additional charge to replace 20 deck boards, issued as a change order after roofing work had already commenced. The contractor had previously inspected the attic, observed mold, and was aware of two existing leaks. The original quote had specified 0 extra deck boards, despite prior discussions about potential replacements. A third layer of roofing was also discovered during the tear-off process, which was included on the change order, though I was initially told I wouldn't be charged for it.
