Is $12,000 to replace rotted roof decking with plywood a fair price?

My roofer found rotted wood underneath the shingles after they were pulled off. The roof is easily 20+ years old, possibly 30+. I'm asking if the additional $12,000 quote for replacing the rotted wood with plywood is reasonable and if the rot is visible in the provided picture.
