Is $8,000 to tile roof refelt and underlayment replacement a fair price?

I live in the midwest, but my mom lives in the US Southwest. I'm in charge of my mom's affairs. In my mom's neighborhood, multiple roofers routinely walk the neighborhood banging on doors. My mom accepted a free inspection. They say the tiles are fine, but there is evidence of water penetration beneath the tile. There is currently no leak in the house.
