Is $7,200 to add plywood sheathing over existing plank decking a fair price?

My 27 square roof replacement project failed the deck inspection because the gaps between the existing plank boards were too large, violating manufacturer guidelines and code. The contractor suggested adding OSB or plywood. This resulted in a $7,200 change order. I decided to go with placing plywood over the plank decking to meet the requirements. I'm happy to have the transferable warranty and peace of mind, but I'm definitely not happy about the unexpected extra cost.
