Is $4,500 to repair roof using torch down method a fair price?

Project Details

My roof has alligator cracking and a hole in a shingle at the very front of my house. I'm a new homeowner and unsure what to do. Friends advised against the patch offer, suggesting it's a tactic for the roofer to guarantee a future roof replacement from his company. The contractor who quoted for the patch also mentioned that the torch down method is against code since I already have 2 layers on my roof.
