Is $23,000 to replace existing cedar siding with new cedar siding a fair price?

My house has rotting cedar siding on the back due to not having gutters, and the cedar siding on the south side is warped and twisted with nail pops. I believe the siding is original to my 1978 house. During a recent master bathroom renovation, I noticed there was only tar paper behind the siding, no house wrap. I'm concerned about the prices and whether I'm getting ripped off, and I'm considering a loan to get the work done soon before prices increase further.
