Is $0 to install a 7kW solar system with two batteries under a PPA a fair price?

I currently get electricity from SCE at $0.4/kWh. I'm trying to figure out if this PPA quote is reasonable. I need to understand if I pay for all electricity generated at $0.24/kWh and what happens to surplus electricity (do I sell it to SCE at a cheap rate, or does the PPA provider handle it?). I'm also concerned if the system isn't big enough, will getting additional electricity from SCE be more expensive than what I pay now without solar for the same amount of electricity? I also think the PPA proposal should show a buy out schedule. I just shopped on EnergySage.
