Is $33,264 to install 27 solar panels a fair price?

My wife and I are looking at getting solar panels on our house and have received a quote from a family friend. I'm looking for advice on whether this is a good deal and input from current solar panel owners. I'm questioning if it's worth going with solar if it won't cover 100% of our bill, but I also want to future-proof against rising electricity costs. We would be financing through a credit union with a 20-year loan at 7.04%, resulting in roughly $259 a month. We have only been at our current house for 7 months, and our electric bills have totaled $1,330 during that time, with past bills reaching $250+ and one hitting $298. The monthly payment for the panels is essentially in line with our most expensive months. Our roof was replaced in 2016. We plan to get this done before the tax credit runs out.
