Is $21,865 to install a solar panel system a fair price?

My initial energy estimate was a bit low because I hadn't lived in my house a full year yet, so the 149% of needs is a bit exaggerated; it's more like 120% of my usage rather than 150%, and that's with me being frugal with my AC during the summer. I live in New England and the quotes I've gotten were all above $2.5/watt. Reliable quality and service are more important to me than saving a couple thousand. There is net metering, which is good for the extra production. I'm hoping to have it installed this year to get the federal credit before the proposed end date of December 2025, as the rebate next year will probably be lower.
