Is $23,200 to install a Franklin apower2 battery a fair price?

My solar installer quoted me for a battery installation after I got approved for SGIP. I already have solar installed. The SGIP rebate is $15,000. I'm questioning if the quoted price is reasonable, and I've decided to cancel the project because the installer said SGIP would push me from NEM 2.0 to NBT.
