Is $1,300 to reconnect solar lines after an electrical panel upgrade a fair price?

Project Details

I'm looking for input on this estimate. I had an electrical service panel upgrade to 200A, and the electrician disconnected my solar in the process without telling me, instructing me to follow up with the solar company. I'm a bit naive to this whole thing and didn't even know this was a necessary step.
