Is $13,600 to purchase solar panels a fair price?

I do not know anything about solar but our government in California has a law which says I need to buy or lease solar if I buy a new home. I am worried about maintenance if I go the purchase route. My home is closing next year. I am wondering what I can do to avail through tax credit since it is expiring at year end. I do not know the usage yet since it is a new home.
