Is $25,000 to install an 8-panel solar system with a 5kW Enphase battery a fair price?

My city's minimum requirement is just having solar installed; a battery is not a requirement. I am curious if I can get solar installed now and add a battery bank later on my own, and how difficult that would be. I am also wondering if I should opt for just a solar system for now to meet the minimum requirements. The solar system needed is a 3.2kwp. I asked the company what happens if they go out of business, and they said if I finance, the bank would cover finding another company to honor my warranty. I am in Southern California and still shopping around for an official solar company because city hall requires permits. I am good at tinkering, but I'd rather leave solar panels and the permit process to a professional. I am building a new construction home with a living space of 900 sq ft and an additional 440 sq ft garage. Based on my planned appliances, a 3.2KW system should suffice. I don't have electric cars, nor do I plan on having them. It's just me and my partner, and we don't plan on having kids while living in this house, as we plan on selling in 8-10 years. I work early mornings, home by 2 PM, and out by 5 AM. I don't watch TV and focus my free time on lifting weights. I don't have AC, only two mini splits. My home build is close to finishing (3 months max to completion), and the building permit will expire soon, so I need to get this situated within 4 months. The house is being built on our empty lot, so we can choose any solar company.
