Is $20,000 to install a Tesla Powerwall 3 plus expansion pack a fair price?

I recently got a new home that has a 4.4kw Enphase solar setup on the roof. I'm concerned that the 4.4kw system is too low and won't meet my needs, especially since I'm already charging my car and seeing high usage. I'm considering adding a Tesla Powerwall 3 plus expansion pack. I'm also thinking about a larger 30k install with more panels and a battery set to zero export to the grid, so the old system gets NEM2 credit and the new system serves the home. I'm unsure if I should wait or proceed to get the rebate while I can, as I'm only a month into this new home. I confirmed with PGE that my current system is under NEM 2, as the permit was secured in 2023 before the NEM 2 cut-off.
