Is $6,117 to install a Tesla Powerwall 3 battery system with expansion a fair price?

PG&E is offering me a $13,000 battery rebate and a 30% tax credit if I switch from NEM 2 to NEM 3. I currently have about 18 years left of NEM 2 grandfathering. I've attached a screenshot of my generation/use from 2023-2024. I don't currently have an electric car but plan to add one within the next 3 years or so, driving about 15,000 miles per year. The listed -$1,713 of 'credit' was only about $250 when I requested a check. I have not experienced any outage issues. Ultimately, I decided to stay with NEM2.
