Is $28,000 to install a 10.1kW solar system with Tesla Powerwall 3 a fair price?

My electrical usage is around 1200 kWh in winter and 1800 kWh in summer, which includes charging one EV at night (approximately 15 kWh). I've received 8 quotes in total, with 6 coming from EnergySage. This company's price was higher than some, but not the highest; the lowest quote I received was $6,000 less. I'm trying to determine if this is a decent price for a reputable installation. I'm also unsure if a second battery is needed, as some quotes suggested it was while others did not, noting that while payback would be longer, 25-year savings would be more. My grid is generally reliable, but Southern California Edison (SCE) rates are expensive.
