Is $550 to diagnose solar panel issue a fair price?

My original installers went out of business, so I contacted the manufacturer who suggested Sun Service Specialist. I'm concerned about the $550 diagnostic fee, especially since my solar panels are less than 3 years old and still under warranty. They also stated this fee would apply to every diagnosis, which seems steep just to check it out.
