Is $17,000 to replace windows for maximum noise isolation a fair price?

I live near a busy street and wanted to replace my double-layer windows with specific noise-cancelling glass for maximum noise isolation, especially with kids in the future. When the installers came, I noticed they used 8-9cm of PUR on each side to fill gaps, as the new windows were 6-8cm shorter than the old ones. As a result, the room is now louder than before, and I feel like we lost 17,000 euro with less comfort. I'm questioning if this gap is normal or if we were scammed. The installers claimed they followed protocol, taking a 2 cm difference between outside and inside measurements, and argued that the PUR has 62 dB insulation, which I believe is a 'bullshit tech form'. They also used big brackets to cover the gap to the wall.
