Is $475 to repair a window sash a fair price?

My parents had window people out to inspect a rotten window sash. The company suggested that almost all of their windows need to be repaired. I am asking how urgent it is that they repair these and if $500 each (or $475 with the 5% discount) is a reasonable price. Most of their windows are storm windows. The company has good reviews.
