Is $408 to install an adt fire and security monitoring system a fair price?

My insurance company is requiring that I get a fire/security system for my home which I don’t want. I believe they want a subscription service that will call the fire department if smoke detector goes off or call police department if someone breaks in. Looking for the cheapest/minimal way to do this.
