Is $3,000 to install LED lights in upper kitchen cabinets a fair price?

I am building a new house and will have kitchen cabinets to the ceiling with glass uppers. I am trying to plan for LED lights inside these cabinets. I am asking for advice on what to ask the builder for pre-wiring, as I hope to have the lights installed later by an electrician for a potentially lower cost than the builder's quote.
