Is $350 to repair existing vinyl flooring a fair price?

I moved into a condo that has really cheap vinyl flooring from Home Depot. I'm getting quotes to repair it, but I'm wondering if it's even worth it to repair this specific type of flooring. I'm also questioning if the quoted price is reasonable and if, to repair the subfloor, the entire floor would need to be torn up or if it could be done piece by piece.
