Is $82,000 to act as GC for ADU foundation with utility connections a fair price?

I need an Accessory Dwelling Unit (ADU) for my 86-year-old mother to move into. I hired a contractor, who I thought was a friend, to act as a General Contractor for the ADU foundation and utility connections. The process started in mid-April, and the initial contract was for three months. I agreed to pay him weekly, and he would pay subcontractors from that. I've already paid him $45,000, but no work has been done, and the permit paperwork is still not submitted, despite his repeated promises. He has also botched permits multiple times and is now demanding an additional $8,000 for 'consulting'. I am very frustrated and feel like I've been ripped off.
