Is $82,000 to act as GC for ADU foundation with utility hookups a fair price?

I hired a contractor, who I thought was a friend, to act as a General Contractor for an ADU foundation project for my 86-year-old mother. The total estimated cost was $82,000. The process started in mid-April, and it is now July 16, but nothing has been done. I've already paid him $45,000, but he has repeatedly botched the permit process and always has excuses. He claims to have 'ins' in the building department to prevent delays, but the permit paperwork is still not in. He also demanded an additional $8,000 for 'consulting'. I'm very angry and feel like I've been ripped off.
