Is $15,000 to replace entire HVAC system a fair price?

I have a 17-year-old Bryant Evolution 2.5-ton heat pump for my upstairs. It initially showed a low pressure warning (Code 83), and my tech added 410 refrigerant and sealant. A month later, it showed Code 82. The tech found the refrigerant pressure was holding but couldn't get the compressor going and determined it's shot. My trusted tech recommends replacing only the outdoor unit, which he can source with a 10-year warranty at a fraction of the cost of a full system replacement. However, other companies I got quotes from for a new system advised against repairing such an old unit. I'm trying to decide whether to replace the whole system or just the outdoor unit as my tech suggests.
