Is $7,300 to replace all dampers with new Honeywell dampers a fair price?

I just moved to a new house that isn’t cooling evenly. It’s a 2 zone system, and some rooms are getting nice and cold while others get little to no airflow. A pro I trust looked at it and adjusted one damper, which helped briefly, but he said the old dampers can't be serviced and need replacement. He also noted one upstairs bedroom is connected to the downstairs thermostat. I'm wondering if this quote is reasonable and if I should get a second quote. I know he does good work. I'm also concerned if I replace these now, I'll have to replace them again when the whole AC system needs redoing, especially since the attached ADU system is already old. The main problem is no airflow into the hot rooms because the dampers aren't opening. I'm budget conscious as it already costs a fortune to cool a big house here. I'm not sure how many dampers there are, maybe one for each room, but I have rooms in the upstairs zone that are frosty cold and others that are uncomfortably warm. I've never had a system this complex.
