Is $1,700 to replace two HVAC zone dampers a fair price?

I live in a two-story home with a zoned HVAC system (Honeywell HZ322 zone control board). I have three thermostats controlling three zones: Zone 1 (living room, main floor), Zone 2 (master bedroom, main floor), and Zone 3 (entire upstairs). The problem is that when the upstairs is cooling well, the master bedroom barely gets airflow, and when the bedroom works, the upstairs struggles. Zone 1 is always fine. A technician manually adjusted one of the dampers, which improved airflow to that zone. He didn't do a full electrical check or pressure test to confirm failure, just based it on the manual adjustment. I've observed that all three thermostats are working properly, the zone control board lights up correctly, and when I manually open the damper, airflow improves. I suspect the issue is more like a balancing problem, not broken equipment. I don't want to pay for something that might just need rebalancing.
