Is $1,700 to replace two zone dampers a fair price?

I have a two-story home with a 3-zone HVAC system controlled by a Honeywell HZ322 zone control board. The zones are: Zone 1: Living room (downstairs), Zone 2: Master bedroom (downstairs), Zone 3: Entire upstairs. The issue is that when the upstairs (Zone 3) is cooling well, the master bedroom (Zone 2) gets little to no airflow. When Zone 2 works, Zone 3 stops getting enough. Zone 1 (living room) always works fine. A tech came out and said the dampers for Zones 2 and 3 are "probably sticking." He manually pushed the damper open and saw airflow improve. I'm suspicious because he didn't test motor function with a multimeter, the dampers do respond when I call zones individually, the zone board lights up correctly, and when I manually opened a damper, airflow instantly improved. I suspect this feels like an airflow balancing issue, not failed dampers, possibly a damper motor out of alignment, or static pressure / blower tuning needed. I'm asking for guidance on whether this sounds like true damper failure or bad airflow tuning, if $850 per damper is reasonable, and if it could be solved with airflow rebalancing and verifying damper range instead of full replacement. I don't want to spend thousands just to have the same issue recur.
