Is $1,400 to replace a TXV a fair price?

My AC unit stopped blowing cold air, even though the thermostat was reading cooling. The unit would kick on and off quickly after a minute or two. I checked the big line (wrapped in foam) and it was not cold at all, unlike my other working unit. I also noticed red LED flashes and a "Hard Lock Out" fault code when I removed the panel, which made me think it was an electrical issue. I've had previous issues with this contractor's work, including a compressor blowing up on another unit, and now this issue, making it 2 out of 2 units having problems within 5 years. I suspect the initial installation was poor. I've dealt with capacitor and compressor issues in the past. I was surprised by the tech's diagnosis given the fault code. I was banned from the HVAC subreddit for asking about this issue. I'm trying to understand if TXV issues are common or a "catch-all" diagnosis. I'm comparing this estimate to past experiences where I found a cheaper, quality company for a compressor replacement, and I'm questioning the cost of "just a valve."
