
Is $1,300 to replace a TXV valve a fair price?

Last week, a technician replaced a UV bulb in my system. Before that, I had no issues other than the UV light being out. The day after the UV bulb replacement, my system started struggling and slowly loses cooling capacity as it gets hotter. A technician from the same company came today, looked at the unit coils, and diagnosed a faulty TXV valve. I'm questioning this diagnosis because I suspect I might be low on coolant, especially since the copper pipe going from outside into the house is barely cold. I'm getting a second opinion from another company tomorrow.
