Is $1,000 to replace the TXV valve in the inside unit a fair price?

I posted the other day about our unit not cooling down our place. The tech came and upon testing realized we were low on freon, so he added 3lbs of it to our compressor. Initially, we thought maybe it didn't do anything. The first day, it took until like midnight for our place to actually read 73 when we put it on 73 (what we usually keep it on). A week ago, we couldn't get it below 80. But last night, it stayed pretty cool all night and the AC even cut off a lot. Our unit is 12-13 years old. I'm wondering if I should get a home improvement loan and get a new system, or just fix the TXV since the system seemed fine otherwise. The technician seemed pretty competent. He went back up on the roof and rechecked the Freon and said it hadn’t changed. That’s when he came back downstairs and started opening up the inside unit. I noticed, with my untrained eyes, that whatever pipes had the refrigerant in them, half of them were covered in frost. The other half were not. I don’t know what that means. But he was in there for about 30 minutes, while also talking with his boss, and that’s when they came to the conclusion about the valve.
