Is $4,000 to install UV lights in HVAC system a fair price?

My wife started complaining about a strange, chemical smell coming from the HVAC vents, which she described as "fresh and bright, somewhat like o-zone but not o-zone." We turned off both HVAC units. After a technician visit where the smell temporarily disappeared, it returned immediately upon turning the HVACs back on. I personally notice a clean and "new" smell, which doesn't match the chemical smell my wife detects. Our house was built approximately 18 months ago.
