Is $4,500 to replace the furnace a fair price?

My AC unit's condenser is turning off before reaching the target temperature, and I have to flip the fuse and restart the thermostat to get it back on. This issue is happening more often. I've already checked that the unit has freon, and the coils/pipes are not frozen. I've also changed the thermostat, cleaned the coils, and installed a new filter. Last year, the condenser would sometimes hiss. Multiple technicians have suggested replacing the furnace, but I'm hesitant because it's 18 years old but only used 6-8 weeks a year and seems to be in good shape. I'm also concerned that none of the techs have explained the fuse issue.
