Is $4,000 to wrap all ductwork in the basement a fair price?

I am experiencing several humidity issues in my home this summer, with thermostats reading up to 70ish%. I've purchased one dehumidifier and ordered a second, as my large home requires more. Mold has appeared on the ceiling around the bathroom vent in a master bathroom water closet, and inside a kitchen cabinet due to humidity entering through the downdraft exhaust vent. In my finished walk-out basement, the uninsulated ductwork is severely sweating, causing water to fill light fixtures and soak my bed. My HVAC systems are only about a year and a half old. The HVAC company suggested wrapping the basement ductwork for $4000 to address condensation but offered no solutions for the other humidity and mold issues, stating "it’s a humid summer and there isn’t much you can do about it." I believe something can be done as we cannot have mold growing in the house.
