Is $4,000 to wrap all uninsulated ductwork in the basement a fair price?

My home is experiencing several humidity issues this summer, with thermostats reading around 70%. I've had mold growth on a bathroom ceiling around the vent and inside a kitchen cabinet due to a downdraft exhaust vent. The uninsulated ductwork in my basement is sweating severely, causing water to drip from light fixtures and soak my bed. I'm concerned about the mold and looking for comprehensive solutions, as the HVAC company only offered to wrap the ductwork for the basement condensation and said there isn't much to do about the other issues.
