Is $15,500 to install a 17 SEER2 American Standard multi-speed heat pump and new air handler a fair price?

We bought a house 2 years ago that currently has a 15 SEER Carrier heat pump that is 12 years old. It's running fine now, but I decided to have a local company come out, do a checkup, and build some quotes. I like the idea of natural gas heat when it gets really cold instead of a heat pump, as winter snaps easily cause power outages and rolling blackouts here. However, I found that the unit won't work without power anyways. I'm still learning and don't know a lot, but I'm curious if there's an HVAC solution for power outages other than a fireplace or generator. My budget is $25,000, and this could include a generator as part of the solution. I just had a heat pump water heater installed this past year because it makes so much sense in this climate, but I'm not as keen on heat pumps for home heat during cold snaps. I like the idea of Generacs but am not sure I'd like a permanent fixed unit. I'm looking into a tri-fuel roll-out generator myself and just adding a transfer switch to the house. As long as we have heat/AC and our fridge is powered, we will do just fine.
