Is $2,800 to replace a refrigerant line a fair price?

The technician found a leak and replaced 7 lbs of R410A, also adding blue dye to help locate it. We lost 3 pounds of refrigerant in the last week. The leak was not found in the evaporator, compressor, or anything visible above ground, leading to the suggestion of replacing the line. I am getting a second opinion. I'm not familiar with what "pump down and lock the refrigerant" means. The company that gave the quote charges $85 per pound of R410A but implied they were giving a deal by including it in the $2,800 quote for the line set installation.
