Is $1,900 to replace copper refrigerant lines a fair price?

At the beginning of the summer, I noticed my HVAC wasn’t cooling to target temperature. It is a relatively new unit, installed a little over 2 years ago. I had the AC guy come out, and he said it was low on refrigerant. He said the coils leak test was negative though, so he added more refrigerant and said to call him if it acted up again. Now, 2 months later, it’s doing the same thing. I just had him out again, and the leak test is still negative. He is saying my only option is to replace my copper lines. He couldn’t directly test them because they are under the house. I’d hate to do this without assurance it is the right option. This is the company that installed the unit. I'm wondering if I go with another company, am I still asking them to replace the copper lines, or looking for something different altogether? Another company is recommending a nitrogen pressure test first. The lines are under the foundation, and the replacements would go through the attic. The house was built in 1999, and as far as I know, the lines have never been replaced.
