Is $20,168 to install a 2 ton Heil 16 SEER air conditioning system a fair price?

I just bought this house in 2024, and the third floor currently uses window units that struggle. I'd like to install a mini split system, and there's plenty of space in the attic for an air handler. I received this quote and it seems high. I'm in the NE US, and the contractor mentioned a recent change in refrigerant codes might be contributing to the higher price. I plan to get two more quotes.
