Is $9,000 to install a 3 ton Heil 16 SEER2 HVAC system a fair price?

My current HVAC system is an approximately 12-year-old 3-ton Goodman outdoor unit and a 20-year-old 3.5-ton air handler. The breaker tripped, and there's no power to the rC wire. A technician found the board was fried, and even after adding a relay, couldn't get power to the thermostat or the compressor to turn on, though the outdoor unit fans would blow. I was previously quoted over $4,000 for repairs, with the technician suggesting more issues might be present. I'm looking for a full replacement because it's 94 degrees and getting hotter. I was advised that high-efficiency options might not provide a good return on investment due to my home's layout and older windows. The first company's quote lacked a price breakdown or financing details, while the second company was recommended by my neighbor, a contractor, which makes me inclined to trust them.
