Is $14,000 to replace indoor and outdoor AC units a fair price?

I am currently living in an old townhouse belonging to my uncle. The outdoor AC unit is 24 years old and has been having recurring issues. Last year, the capacitor wasn't working, and a booster was installed. This summer, the unit stopped working again due to a busted fuse, which was replaced, but it stopped working again two months later. My uncle is stubborn about paying for repairs, and I'm looking for the least expensive solution. I'm new to HVAC issues and am wary of salesman tactics, having already spent money on multiple opinions. I will see if I can get another opinion on the compressor.
